RA License Eligibility Requirements
Before you apply for an RA License, ensure you meet the following eligibility criteria set by MEA:
- Registered Business: Pvt Ltd, LLP, Partnership Firm, or Proprietorship registered in India
- Minimum Office Area: Premises of at least 50 square meters with a waiting hall, interview room, and signage
- Educational Qualification: Applicant or director must hold a Bachelor's degree or equivalent
- Financial Soundness: ITR filings for 3 consecutive years plus a net worth certificate (CA certified)
- Clean Record: No criminal convictions and no previous blacklisting by MEA
- Bank Guarantee (BG): ₹50 lakh BG from a scheduled bank (or ₹8 lakh for limited recruitment)
Documents Required for RA License Registration
The RA License application requires a comprehensive set of documents across five categories:
- Certificate of Incorporation, MOA & AOA (or equivalent for LLP/proprietorship)
- PAN and Aadhaar of directors/applicant
- Educational qualification certificates
- ITR of last 3 consecutive years (CA certified)
- Balance sheet and net worth certificate
- Bank Guarantee (₹50 lakh or ₹8 lakh as applicable)
- Office rent agreement and layout plan (min. 50 sq. meters)
- Police/character verification report

RA License Registration Process — Step by Step
- Register your business (Pvt Ltd, LLP, or other entity) if not already done.
- Set up your office to meet MEA norms — minimum 50 sq. meters, proper facilities and signage.
- Prepare all documents — company, director, financial, office, and legal affidavit documents.
- Apply online on the eMigrate portal — submit the RA application form with all documents.
- Pay the government fee of ₹25,000 on the eMigrate portal.
- Initial scrutiny by POE — the Protector of Emigrants reviews the application for completeness.
- Office inspection by POE — a physical inspection of your premises is conducted.
- Police/character verification — background verification of all directors/applicants.
- Submit Bank Guarantee — ₹50 lakh (or ₹8 lakh for limited recruitment) from a scheduled bank.
- Final approval and Registration Certificate (RC) issued by PGE/MEA.
RA License Fees
The government charges a ₹25,000 application fee on the eMigrate portal. In addition, a Bank Guarantee of ₹50 lakh (or ₹8 lakh for limited recruitment of up to 100 workers per year) is mandatory. The complete RA License registration process typically takes 90 to 180 days, depending on how quickly the POE office processes the inspection and police verification.
